Lord Gareth Thornefield

Talon's oldest colleague on the council, present at the first meeting of the King's Hand and at almost every one since. He runs the petitions, opens the inquiry into Davian, and keeps networks of spies outside the spymaster's control for when the spymaster is the problem. He tells Cailynn outright that he supports her for the throne, and later hands Octavia a copy of the Concord of the Crown and a reading list of past rulers.
